Word 2007 line count

The line count seems to work differently for me in 2007 than it did in
previous versions. Is this as designed? If so, I can't see how it makes sense.

If I select all of the lines in a document (including all end of line
marks), AND the document contains lines short enough that there is no line
wrapping, AND there are no blank lines, the paragraph count is one less than
the line count and the line count is the correct count. This is what I've
always done in the past for this situation, and the paragraph and line counts
always agreed.

In 2007, if I only select a few lines (including end of line marks), both
line and paragraph are correct, as expected.

If I don't select the last end of line mark, the paragraph count is one less
than the line count, as expected.

If I don't select anything, both the line and paragraph counts are correct.

So selecting all lines, including end of line marks, seems to not count the
last end of line mark. Now that I know this, I can get the correct count for
each situation, but it doesn't work as it looks like it should.
