word 2007: Screen tips just flash then disappear

change, when you have translator turned on or any function that will produce
a screentip the ScreenTip pops up for less then a second then goes away and
never comes back. This pertains to any document no matter what version or who
created it.

Excel works fine this is only a Word 2007 issue

ScreenTips for the Ribbon and Quick Access toolbar work fine.
