Word 2007 several start-up templates using the same custom ribbon

In the Start-Up folder for Word I have several templates. (not every user is
allowed to have them all)

I want each templates to have a button on a custom ribbon.

I have 2 problems (I work with a Dutch version so names can be wrong).

1. If I have more than one templates in the Start-Up folder I get the
Add-Inn ribbon with one empty dropdown-menu 'General'. How do I prevent
getting this Add-Inn ribbon

2. how do I put the buttons on the same ribbon?

e.g. Is there an order in which the templates are opened?

I do hope someone can help me.

Assuming that all users will have at least one of the templates for which
you want the custom ribbon to be available, you should put the ribbon
customization is a template by itself that is made available to all users,
and not have such ribbon customization in each of the templates which are
provided to the users on an as-needed basis.

The templates are made to insert the department logo and address (etc) in
any Word document. As there are in the company several departments, each
with his own logo, not everybody is allowed to be able to introduce all the
logo's.

So I made a start-up template with a ribbon for each department.

However some users need to use the house style of more than one department.
And I do not know how to solve that problem. (=How to put them all on one
Custom Ribbon and not getting an empty Addinn ribbon)

If I make a separate template to build the ribbon, that template needs to be
launched first. If I know in which order Windows load the templates I could
try that template to be loaded first.

I do not know much about XML. Is it possible to put an IF statement in XML?
For instance:

If CustomRibbon not exist then make it.
