Where is the Word 2000 "Format->Style" functionality hidden in Word 2007?

When opening an existing document, is there any way to have the styles in
the ribbon represent ONLY those styles in the document opened?

Click the arrow bottom right of the Styles Group on the Home tab

There are several ways to access style formatting options in Word 2007. For
example, if you want to modify a style, first display the Styles pane
(Ctrl+Alt+Shift+S), and then right-click any of the styles visible and choose
Modify from the context menu.

In order to determine exactly which styles to show, click the Manage Styles
button in the Styles pane. On the Recommend tab, choose which styles to show
and which to hide. If you want to store the settings as the default for the
attached template, be sure to select "New documents based on this template"
before clicking OK.
