Word 2007 - Toolbar Issue

Im trying to create a new toolbar for Word 2007. I am aware that in 2003 it
was able to be done however rather than continuing with this in 2007 they
have chosen to force you to add to the ribbon. Is there any way that a
toolbar can be created without being forced to add to the Microsoft Word
Ribbon?
