Word 97 Converter

I have Office for X 10.1.5 installed and I installed the Word 97-X Import
from the Value Pack, but Word will not open a Word 97 file.

I get the following error message.

Word cannot open the document.
Try one or more of the following:
*On the File menu, click Open to open the document.
*Make sure the document is a valid Word document.

I have done both of those.

And it still doesn't work. I have gone to the Windows computer, saved the
file and then tried to open it on my Mac and I still get those messages.
The file can open fine on a Windows computer.

Microsoft's website provides no help in this.
