The scenario:

We're working in a multi-lingual environment and have
a set of documents in both Japanese and English.
All the graphics in each document are identical but the text is
different.
The documents are being converted to PDF via the iText libary.
The problem:

In the Japanese documents, all of the graphics are rightly transparent
(no fill) so that a "confidential" watermark shows through nicely.
But not so in the English versions. The watermark is blocked out by
the graphics.
What would cause this difference?
Any simple work-around?
