Oddly, the "Word Art Gallery" in the "Word Art" toolbar is grayed out upon opening this toolbar in an Excel file. I am lost to know why. Having checked the availability of the "Word Art Gallery" in other Microsoft Office applications, I see that the gallery is also grayed out in MS Word and MS PowerPoint. Does anyone know how to (globally?) turn on this feature (across all MS Office applications?

The WordArt Toolbar tools only become active if you have a WordArt Object
selected. Those tools are for modifying WordArt, not for creating it. IOW,
you have to have a WordArt object to use the tools. Any time you select a
WordArt object the toolbar will automatically appear & go away when the
object is deselected - there's no need to turn the bar on/off yourself.

To create WordArt use the Insert> Picture> WordArt command or click the
WordArt button on the Drawing Toolbar.
