Word Attachment will not open by person receiving it

I create a Word (8.0) document and send it as an attachment. The person who
gets it can not open it by clicking on the attachment. Word will try to
open, sometimes quickly says say virus scanning requested, and then nothing
happens. Since many people can not open it it is either a Word problem on my
Outlook Express (6.0) problem.
