Word attachments in e-mail (outlook express 6)

Tools-> Options-> tab Security-> option Do not allow attachments...

Please note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office

When attempting to send a a Word attachment in an e-mail I
see the following message with the message in my "sent"
folder:

"OE removed access to the following unsafe attachments in
your mail: <filename> "


This message is returned for both "RTF" as well
as "Microsoft Word" attachments. Would you explain what
is happening here? Does this mean that the recipient of
the message does not have access to the attachment.
