Word Cannot find proofing tools

When I spellcheck (F7) in Word, I recived the following message
"Cannot find proofing tools for Arabic.
If you have the proofing tools, try installing or re-installing them.
Contact your local reseller to obtain Office Proofing Tools.
For more information, see the Microsoft Office Site."
I click Ok and the spellcheck work fine.
Why I recived this message?

Evidently some portion of your document is formatted as Arabic. If you're
typing in English and using English proofing tools, select the entire
document, go to Tools | Language | Set Language, and make sure that the
correct flavor of English is selected.

I'm using Word 2003 with proofing tools for US English and Hebrew. I never
used Arabic nor I never installed any Arabic proofing tool.
Is there a way to know witch languages is in use in a specific document?
Is there is a way to limited Word document to specific languages?

If you open a file using the Recover Text from Any File setting you might
get some clues about languages used. The only other way I know of is to use
the Reveal Formatting task pane and check each paragraph. I suspect that
Word 2003's protection features may include a way to limit the languages
used, but the best approach is to have specific styles formatted with the
languages you want to use and apply those styles as needed.
