word cannot open the document; user does not have access priviledg

after dragging a word document from a folder to the desktop this message
appears. I cannot return the file to the folder. I have changed the security
priviledges and even uninstalled and reinstalled Microsoft Office
Professional edtion 2003 and still cannot access or move the file. I need to
open this file but cannot

Tried the Norton anti-virus fix but it didn't work still unable to open the
word document on the desktop , cannot delete it, cannot move it, cannot copy
it. Would love to open this document as my daughter worked hours on it. When
I open word it show the old path where it was from before I dragged it to the
desktop. but when I click on that it says "word experienced an error trying
to open the file try these three suggestions" But they didn't work neither

Try opening Windows Explorer and opening it from there.

Well tried that and was not able to get to a security tab. also did a test
opened word, (I'm administrator) wrote Test 12345 and saved it closed the
file and dragged it to my desktop and darned if I don't get the same error
message. Now have two files on desktop that I can't open

Do you have Windows XP Home Edition? Quoting from the referenced article:

"You must be logged on to the computer with an account that has
administrative credentials. If you are running Microsoft Windows XP Home
Edition, you must start the computer in safe mode, and then log on with
an account that has Administrative rights to have access to the Security
tab."
