Word cannot open the document: user does not have access privileg.

I just formated my drive and restored a back up from my D drive. I also
desabled the feature about plug-in from Norton antivirus. As well I
uninstalled office 2003 pro. and installed office XP Pro. none of that
worked. I have reinstalled office 2003 and it still gives me this error
message "Word cannot open the document: user does not have access privileges"
in some of my word files. As well I have changed my adminitrator to several
other names used in the passed and it did not work. Can't find any fixes on
office web site so here I am. Thank you for your help
