Word Clipboard vs Windows Clipboard

Running Word 2000 on XP Prof SP2.

If I "copy" an object using a copy button, copy menu item, Prnt Scrn, Cntrl
C or whatever, any other software can then be opened and paste that object
from the Windows Clipboard.

However if Word 2k is opened AFTER the copy action, Word's Paste button is
greyed and Cntl V etc etc don't work. Word must be open BEFORE the Copy
action. As soon as one invokes a copy action, Word's Paste button (and
Paste menu item) are immediately un-greyed.

Is this an "undocumented feature" associated with Word's multiple-object
clipboard?
