Word document protection is breaking functionality; can we fix that or avoid using Protection?

We embed Word 2003 Pro inside our app using DSO Framer.
When our users check out our document, we leave on Protection, but just add
an exception covering the main body of the document.
That prevents them from editing certain things that we don't want them to
mess with:

(1) Section Breaks (we only allow one section)
(2) Header and Footer (we compute their contents)
(3) Number of Columns and Column Width (we rely on that for some of our
functionality)
(4) Page Setup (page size and orientation)
(5) The outer XML tag, allowing the user to drop in child XML tags.

That works pretty well for that purpose.
UNFORTUNATELY, there's some additional Word functionality that is getting
turned off that is fairly critical to our users:

(A) Using the handles on a picture to resize it by dragging. (You can
resize using % in Size tab of Format Picture.)
(B) Using the draw tools to annotate the picture. (Most everything in the
Draw toolbar is disabled with protection turned on.)
(C) In Format Picture dialog, the Layout tab is disabled.
(D) You can't resize columns in a Table by dragging them. (You can make
changes to sizing via Table Properties.)

So, MY QUESTIONS for you:

= Is there any way to get A thru D turned back on while using Protection?
Or must I stop using Protection?

= Is there any way to prevent editing of 1 thru 5 without using Protection?
