WORD Document Scan and print

Objective: Scan a form, retrieve it in WORD 2000, enter
info onto the appropriate lines and print.
Problem: Text boxes can be created and placed in position
on screen but the text boxes do not print where they
should be. 1. How do I anchor the text boxes and/or, 2. Is
there another way to accomplish this without purchasing a
program like Adobe Acrobat "Capture ($399)?
