Before I upgraded to 'XP' I had an array of things that I
could do such as add word art, place a box around text,
etc. Why can't I do it now? Or rather, can I restore that
aspect of Windows ME?

This is nothing to do with Windows. Is it Windows XP or Office XP (Word
2002) that you've upgraded to? What version of Word are you using? WordArt
can be added from the Drawing toolbar in most recent versions of Word. You
can add a border to text using Format | Borders and Shading.
