Word : documents: White borders on printed copy

I have white borders around my clip art picture and I want it to fill the
page. How can I do this? I have altered margins to 0cm. I want my picture
as a poster.

This is not a limitation of Word but of your printer, which most likely
can't print clear to the edge. Most printers require a finite unprintable
area for paper handling. Even if you have a photo printer that will print
"borderless," (a) this may apply only to smaller paper sizes, or (b) you may
have to select a specific setting in the printer driver to enable this. Even
commercial printers print "full bleed" by printing on oversize paper and
trimming.
