When using opening quotation marks, marks do not appear until the first
letter key within the quotes is hit. Likewise, closing quotes do not appear
until space is hit.

I know that there is a checkbox somewhere governing this, but I can't find
it.

Finally, what purpose does this delay serve, if any?

I ran into this same problem when my company upgraded several months ago
and, because it's a Swiss parent, German language support was included. It
isn't specific to Word -- I also had it in Lotus Notes.

I finally discovered this when I was playing around with the language
settings in Control Panel. Now if only I could remember what I specifically
turned off, I would tell you -- but there is where I made the change that
will fix your problem. Good luck.
