Word file cannot be edited

I'm using Word 97.

I've just been emailed a quote from somebody in .DOC format, so I open it in
Word 97, and it displays beautifully. The problem is that the document is
clearly read-only. I cannot select text with the mouse, all the Edit menu
options (like Cut, Paste, Select All) are greyed out), I cannot use the
Insert menu to insert anything.

If I open File > Properties, everything is disabled and cannot be edited.

I've checked the attributes of the file and they are all normal (or at least
the same as another file that opens and can be edited).

Is this some "Read-Only" flag that the sender can set?

I need to be able to select some text to post back in an email query to the
sender.

Possibly the document is protected for forms. On the Tools menu, if
Unprotect Document is available, click on that. If unprotecting the document
requires a password, then you can defeat this by using Insert | File to
insert the protected file into a new document. Make sure to set the margins
and other settings of the new document the same as those of the protected
one so that the layout doesn't drastically change.

Or maybe it's just a security setting for e-mail attachments?

Actually, I was referring to security settings within Word (on the
recipient's end) and/or within the anti-virus program.
