On the Developer tab, near the right end, the Protect Document button opens
the task pane. That's the hard way. (If you don't see the Developer tab, go
to Office button > Word Options and turn it on.)
In the Word Options > Customize dialog, select Commands Not In the Ribbon
and add the Protect Document item from that list to the QAT. Clicking that
button (whose icon is unfortunately an anonymous green circle) brings up a
much smaller dialog where you can just double-click the Forms item to turn
on Forms protection. It's only a little more cumbersome than the old lock
item instead of a lot more cumbersome.
