Word: Forms fields not working correctly

Created 2 forms with checkboxes, text fields, etc. Then I protected both of
them selecting the option to only allow filling of forms.

Now, only one of the forms works correctly allowing checkboxes to be
selected and text to be entered. The other form does not allow for
selection of the form fields but does let you edit in the rest of the
document, even though it's protected. When I select protect the documents
the only variable I select is in the Editing Restrictions Secton and it
"Filling In Forms" for both documents.

The WORKING form displays the following message in the "Your Permissions"
dialog box when I protect the document:

"This document is password protected. Special restrictions are in effect".

"You may only fill in forms in this region".


The NON-WORKING form displays the following message in the "Your
Permissions" dialog box when I protect the document:

"This document is password protected. Special restrictions are in effect".

"You may freely edit in this region".

If the problem document contains multiple sections, one of them might
be set not to be protected. See if the "Select Sections" option is
available in the Protect Document task pane.
