Word Help Causes HHCTRL 1904

As a followup to a previous message.

Open Word 2003 (XP/sp2 with all updates), type horizontal line in the help
textbox at the upper right of the screen and press enter. The online help
opens but it also causes about 100 event 1904 entries in the application
event log -- every time.

I have made the suggested registry changes without success.

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\HHRestrictions]
"UrlAllowList"="http://office.microsoft.com"
"EnableFrameNavigationInSafeMode"=dword:00000001

Any other ideas?

Oh, I forgot to say, click on the Add a Line link in the search screen.
Always gets me 100 event 1904s.

Same problem, still not fix; about a hundred of these per second a user
bothers to try and geting MS Help to work.
