Word is not recognizing inserted TC fields

Word is not recognizing inserted fields. I have Tools > Options > View >
Field Shading > Always enabled. The ToC field and the page number in the
footing are shaded, but none of the TC fields I inserted are shaded. I even
inserted a TC in the first line of the document to try to ensure it was not
included in some other blocking area. I suspect this is causing me my ToC
problems. The ToC was working previously.

TC and XE fields are unlike other fields; they don't show field shading, nor
can they be toggled with Alt+F9. Instead, they are formatted as Hidden text.
If the TC field is there and you have checked the TOC Options box for "Table
entry fields" (which is not checked by default), then the TOC should be
using them once it is updated.
