Word Layout view toolbar temporarly display overtop ruler (Word 20

I'm working on word 2003 and a small cluster of icons temporarly show up in
the upper left corner region of the document area when in word or in outlook
composing and email (in word mode). They display for 1 second and are gone
and reappear around every 10 seconds. The point turns to an houglass during
this one second. It disrupts typing an sometimes characters are not buffered
and are therefore lost. The icon cluster is visable if the top ruler is
turned off. If the ruler is on then the upper left area is just gray. The
icon cluster is the same three icons for view modes. web layout, print
layout, outline. Normal layout is not shown. Just to the left of the three
icons is also a small double up and down arrow with a round circle between
the arrows. Hovering or clicking on the cluster when it briefly appears does
not create a respose.

I ran word repair, also uninstall and reinstall. It did temporarly fix Word.
But when outlook was resetup with an email account and attached to the
existing .pst the icon cluster started to show up again in word and when
composing an email.

I tried launching word with all possible switches (ie /a) with no luck.

Any ideas?
