Word Letterhead Template

What is the best way to create a template for letterhead where the company
logo addres etc., is not changeable by users and so the template is nnever
accedentily overwritten?

Also note that I may not use the standard header and footer but instead may
have the logo etc., in the left or right margin that I want to protect.

I have Word 2003 but want the template to work in 2000 and 2002 as well.
