Word list nightmare.

Operating System: Mac OS X 10.4 (Tiger)
Processor: Intel

I want to restart numbering, but word doesn't let me. For example, the list I want is:
1.
2.
4.
5.
15.
..
..
..
But "Restart Numbering" doesn't work. Every time I double click a number, "Continue previous list" is selected, and it doesn't work if I click "Restart Numbering." If I want to change the number from 2 to 4 for example, it changes 1 to 4 and it goes:
4.
5.
6.
7.
..
..
..
Anyone help? I can do this EASILY in Pages '08. :(
