Word page opens as template with no menu bar or tools

I am a high school teacher who was asked to help repair a
word problem. When word opens there is no menu bar or
tool bar. Using the keys "ALT" "V" and "T" does not open
any tools. I uninstalled word then reinstalled word the
problem persists. I deleted the Normal.doc template
rebooted the computer and the problem still persists.

I would appreciate any assistance from someone who
understands this issue.
