Word stops allowing decrease indent with backspace when outlining

When I'm making an outline from scratch (using Alt + O, not outline view), to
get to the next line I'll hit return and then tab to indent to the next level
of the outline. For a while, it lets me tab forward and then hit backspace,
to contract and then expand the levels of the outline (Move, say from I. in
to a. and then back out to II.) But after working in the document for a while
it stops letting me move back out. I have to right click and hit "decrease
indent" in order to get to the level I want.

Anyone else had this problem or know how to fix it?

For Word 2000 and earlier: Tools > Options, Edit tab: "Tabs and
backspace set left indent."

For Word 2002 and later: Tools > AutoCorrect, AutoFormat As You Type
tab: "Set first and left indent with tabs and backspaces."

Also note that you don't have to use TC fields to create your table of
contents entries. You can set up your outline with styles (see
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html) and
then create the TOC from paragraphs using those styles (see
http://www.shaunakelly.com/word/toc/CreateATOC.html).
