Word template controls - building block problems

I'm creating a Word template in which I inserted a building block control
that will add an extra page with a table for more comments. It only works
when the document is unprotected. That would be OK, but my check boxes don't
work when the document is unprotected. The insert date and drop-down list
work fine when the document is protected, and I'm not sure what to do to get
my building block control to work.

Word Help says I can unprotect portions of a document, but I'm not finding
anywhere in the Restrict Formatting and Editing box that allows me to do
that.

Any suggestions would be greatly appreciated.
