Which toolbar? Reviewing? That will appear automatically, but only once
the document contains a tracked change or a comment.
Otherwise, it's the dreaded blue jellybean again: in the top right corner of
your Word window, there is an oblong button that glows blue if you click it.
Click it and you will get your user interface back. It's completely
undocumented, nobody knows what its purpose is, but its effect is to hide
the user interface!

When I open a new Word document the toolbars do not appear even though they
are checked in the menu. Each time, I have to uncheck them, recheck them,
then click around in the area where they should appear until they finally do.
I've tried deleting the normal.docx but that doesn't change anything.
