Word Viewer - using policy to restrict toolbar

Hi,
I have a need to restrict access to the toolbar in Word Viewer, so that
users are able to view word documents, but I do not want them to access the
'File>Open' menu, etc.
Is there a policy template, or some sort of registry modification that could
achieve this outcome? Thanks.
