Word Wrap in Word 2007

Once I inserted a picture, and wanted to do a word wrap around it, I went to
format. The "arrange" field on the ribbon is grayed out so I cannot select
position or text wrapping. How can I get word wrap around this photo?

Right-click on the Picture and select Text Wrapping.

Is your copy of Word updated to SP1? I seem to recall encountering this
issue too but haven't encountered it since I updated.

As Terry noted, even though the commands are disabled the shortcut menu
should still work.
