Word XP: Mouse Over

Is it possible to create a blank line in forms where a client and roll their
mouse over the line and get pop-up telling the user what to key in. I have
looke everywhere for this information and can't find anything

Several ways to skin this cat. If you are using online forms, you can
just se the help text of the fields.

Otherwise, I usually revert to adding comments for the usage you
describe.
