I am tracking changes in a document. I sent it to someone
for review. I "Protected" the document with a password.
The person was still able to open and make changes. It
seems the "Protection" did not work. She was able to open
the document, make changes, save it, and send it back to
me. I only wanted her to "view" the document. That's why
I "Protected" it with a password.

Did I do something incorrectly? Why didn't the Password
Protection keep the document locked?

To protect it from changes - meaning have it read only - you need to choose the security settings under save as

Choose File --> Save A
Under Tools, choose Security Options and enter a password to modif
Check Read Onl

Now when the document is opened it will request a password to modify. If the person does not have the password, they will be able to view the document but not make any changes
