Word97 spell checker is disabled for WIndows XP users

Similar to Knowledhge Base #238400 (same problem on
Windows TSE - fixed by editing registry).

XP users set up as 'limited account' cannot use spell
checker in word97. XP users set up as 'computer
administrator' are not affected.
