WordArt is missing rotate handles

Savana Under Cover

My WordArt in Word from Office Student/Teacher 2003 has no rotate handles, so
I cannot rotate it. And I am unable to rotate any pictures or objects either.
Why?

Hi Savana,

If you right click on the WordArt and choose Format=>WordArt is the layout choice 'inline with text'? If you change it you should
be able to rotate the WordArt. Also check to see if 'inline with text' is the default setting in Tools=>Options=>Edit for
Insert/Paste Pictures
