Work Availability does not export with out assignment?

I have created a TP export of the ResourceWorkAvailability. I need to run
this on a resource pool. My question is why doesn't the work availability
export without assigning the resources to tasks? I can go assign all the
resources in the pool to a task with 0 work to get the field to export. What
have I missed here?
