%Work Complete field not editable

All the resouces including me cannot edit the "% Work Complete" field on the
web. The field is not editable.
I have even tried with customizing the published field and setting the
"Always use a specific method of progress reporting for this project:" to
"Percent of Work Complete" but to no avail.

If your organization's default method of tracking is the % Work Complete
method, then your Project Server administrator should immediately set this
method in PWA, and lock the method as well. Once done, each project manager
should open every project and click Collaborate - Publish - Republish
Assignments to "push" the new method of tracking to each user's PWA
timesheet. Hope this helps.
