Work Reschedules after Sync to Protected actual

When we sync to protected actuals project will reschedule future work. This
is OK if project scheduled the work to begin with but we scheduled work day
by day in the Task Usage display Project will "reschedule" the reaming work.

Here is an example:
Original After Sync
Monday 0.5 8
Tuesday 0.5 7
Wed 0.5 0
Thursday 2 0
Friday 2 0
Saturday
Sunday
Monday 3 0
Tuesday 0.5 0
Wed 6 0

This is a problem on both duration and work (effort) driven tasks. We
seldom use fixed units tasks.
