Work time calculated from Percentage of other resource?

I am new to working with Project, so please forgive me if this is a dumb
question. I need to calculate the time required for a task is based on a
percentage of work from a different resource. Let me explain...

I have a Project Manager resource. We calculate the amount of time that the
PM figures into a project based on a percentage of the total time of other
resources working on the project. The PM's time should be 20% of the combined
time of Resource1 and Resouce2 for a given phase of the project.

Is this possible?

There is no such function in Project.
Of course, with VBA programming nearly everything is possible..

Yes, but it's not an automatic thing (like you might envision if Project
were Excel and you would sum two number and put it into a cell). Just
plan the project, figure out resource1 and resource2, then add 20%
assigned to the PM.
