Workbook_Open does not work

I have this code in Workbook:

Sub Workbook_Open()
Application.CommandBars("Custom1").Visible = True
End Sub

After opening the workbook Custom1 toolbar does not apear. I have to turn it
on manually from the View Menu.

What do I have to do to make it work?

Make sure you put the macro in the Workbook code area, not a standard module.
