Everytime I fix one error I get a new one! Ok here's the latest!

I have set up a database split into front and back end, I have also set up a
workgroup file with users and passwords.
The back end is on the network, the front end is (or will be when I fix
this) on everyone's desktop.
However on the networked computer I'm trying it on (as a test to make sure
everything works) will happily open the front end (without the workgroup
linked it came up as read only) dislike a query then continue as if you've
logged in allowing the user to enter/edit/delete data without logging in.
It's almost as if it has recognised the workgroup file is there to allow
changes however it seems to have skipped the whole users and passwords part!
