Working in WBS Chart

The end-users have requested to purchase a third-party software which allows
to edit the structure of the taks in a WBS chart. Does project or another
microsoft product allow this information to be edited in a WBS chart? I've
download the COM which allows Project to export WBS charts to VISIO, but the
files are not associated, therefore changing one wont update the other.
