Working Offline -- different permissions or settings?

Our PMs are unable to work offline. We are able to pull the project off of
the server in offline mode, however, when we go back (from home, etc.) to
work on the project, it will only open in read only. We have a contractor on
site who has the same permissions and set up as the PMs, and he is able to
pull projects off of the server in offline mode, work on them and save them
back without issue (so we know we have the steps correct at least!)

Is there a setting or permission somewhere that we could be missing?
