Working on the road with Outlook 2000

Just wonder if someone can give me a definitive answer on how Outlook
2000 should be used "on the road".
What we do at the moment is have users with Offline folders who are
told to "Connect" when in the main office and then "Work Offline" at
other times.
When I say "Work Offline" I would expect at the moment users to do
this when working at home with a dial-up connection or even in a
remote branch with a slow WAN link. For instance they would get on the
network select "Work Offline" and then do an F9 to sync. My
understanding would be never to "Connect" at this point because in
reality you would just be talking to the Exchange server direct and
not actually bringing your mail down to the laptop.
This method has worked fine for us generally but users at home now
tend to have broadband and be connected all day. Therefore to get
there mail they would need to keep pressing the F9 key every now and
then to keep getting there mail - if they forgot they would also have
a large download at the end because we tell Outlook to sync on exit
also. I know there is a setting within Outlook to say "When Offline
automatically synchronize" but I find this also causes problems
because when you are genuinely offline you get errors saying you cant
connect to Exchange.
