When you use File=>Save As look at the
option box for the file type for the ppi/dpi
setting. Not all formats will save that format
internally.
For the 2nd part, you can't really do all that you want
effectively, if by quality you're counting colors
and lots of dots
Pixels can be spread out or increased in their
density per inch, but more colors, more bits
will be a bigger file size. You can select a
format that has compression, such as PNG to
get a smaller file than say .BMP

I can't seem to figure out how to alter dpi for output
resolution on my photographs. I also want to find out
how to change the physical size of a photo w/out altering
it's file size (in order to maintain quality.) I'd
appreciate any advice...Thanks. >>
