Working with English files saved on computers using Russian or Ara

When working with files created by my international students, I encounter a
problem if my Russian or Arabic speaking students are using computers brought
from home. While they write in English and I have no problem opening and
reading the files, if I try to make a style change (I make my comments in a
different face and color, NOT with Track Changes or the Comment feature), the
style of the ENTIRE document is affected.

Here is a simple example: I want to add a tab at the beginning of a
paragraph -- the WHOLE DOCUMENT moves to the right. It appears as if the
feature encoding works in reverse! Same for any other paragraph level change.
This happens even when I apply my own template to the file.

If I add my own new paragraph mark, things operate normally on THAT
paragraph only.

The Confirm Conversion option makes no difference (appears to be nothing to
confirm).

Any ideas on how to handle this? An explanation would be great, too.
