Are they known to be buggy?

I am using tabs on a form, and when I drag and drop a form to display
on the tab, sometimes it shows up in the foreground of all the tabs -
which I think menas it is on the top layer of the form, and not
attached to any particular tab.

What's the correct way to place a form on a tab, so that it is
anchored to the tab and not on the top layer of the form?

It's not a bug at all. It's just doing what you're asking - putting the object
onto the form.

If you just drag and drop without first selecting the desired tab page, yes,
the controls being dragged will be put onto the Form itself, in front of (not
attached to) the tab page.

The solution is to first select the tab (not the face of the page, but the
little rectangle tab with the page label in it). The page will darken and will
now accept what you're pasting.
