Worksheets unmovable at open

I have worksheets that I am unable to move when I open them until I use the
windows-arrange command. At that point they behave properly, but it is a
pain to have to arrange all of my worksheets. I tried arranging just the
open worksheet and that got it to move, but now I can't maximize that
worksheet. I use Excel 2002, but the files have been opened and saved in
2007. The problem has been going on for months and I can't remember if it
happened before or only after we got a copy of 2007. Is this a bug, or user
error?

I figured it out. I have to click the upper left corner to get the menu and
then pick maximize from it the first time after it locks upon opening. It
is still a pain. Bug or user error? If user error, what I am I doing wrong
that I have not done for the last 20 years?
